The .xml file instructions appear to be specific to WP. There is help out there on the net in plain language for moving stuff to other sites.
It does seem to be quite a complex manouevre to migrate to Blogger, which,is one reason, I suspect, why BCUK have offered the opportunity to migrate all our blogs to WordPress. Bloggers on the European sites have been given the same instructions we have. (A French blogger in France got the same letter we received in English!) Once on WP it may be easier to migrate again elsewhere, if you want to. Also, WP may be a useful place to use as a store even if, you don't choose to post there.
I've looked at several other possibilities, they all appear to have gone off the planet, the links are either broken or, out of date. 
Others veer to social media of the other more immediate varieties.
My old Blogster.com site is still alive much to my surprise and it still has my listings of friends, who, most probably, are doing other things. It was much like BCUK back in the day. It is an intuitive site. I tapped out a post this morning open to all. I'll see what happens.
